THE Scottish Government has rejected a deal which would have ended the stalement between Westminster and the devolved administrations over key Brexit legislation.

Welsh Finance Secretary Mark Drakeford said that changes now being made to the EU Withdrawal Bill by the UK Government would "protect devolution", paving the way for the Welsh Assembly to grant formal consent to the legislation.

But Scottish Brexit Minister Mike Russell told MPs plans to introduce a "sunset clause" to the Bill could still see Holyrood's powers restricted for up to seven years.

Below is the full letter from First Minister Nicola Sturgeon to Prime Minister Theresa May, setting out the progress needed for the Scottish Government to recommend Holyrood give legislative consent to the Bill.
